The Dare County Board of Commissioners met in a regular session at 5:00 p.m. on November 17, 2008 in the Dare County Administrative Annex in Manteo. Commissioners present were: Warren Judge, Jack Shea, Virginia Tillett, Max Dutton, Allen Burrus and Richard Johnson. Also present were County Manager Terry Wheeler and County Attorney Bobby Outten. Chairman Judge opened the meeting with silent meditation and the pledge of allegiance to the flag. ITEM 1 – PUBLIC COMMENTS No one came forward to speak. ITEM 2 – OUTER BANKS SCENIC BYWAY CORRIDOR MANAGEMENT PLAN Mary Helen Goodloe Murphy, Outer Banks Scenic Byway Committee, presented the updated Scenic Byway Corridor Management Plan. The Byway runs from Whalebone Junction in Dare County south through Hyde County to Down East in Carteret County. See the attached presentation that includes highlights. Following the presentation, the Board approved the Resolution as presented, adopting the Outer Banks Scenic Byway Corridor Management Plan and nominating the Byway for National Designation. The Boards of Commissioners in Hyde and Carteret Counties will also consider adoption of the Plan at their Board meetings. ITEM 3 – INTERLOCAL AGREEMENT FOR THE GOVERNMENTAL ACCESS CHANNELS County Attorney Bobby Outten presented the new interlocal agreement among the six towns, the Board of Education, and Dare County which was drafted to govern operations of both the Governmental Access Channel and the Education Access Channel. This new agreement has been approved by the Government Access Channel Committee, and will be given to each town and the Board of Education for approval. He noted the new agreement contains provisions allowing CSI and COA to have access to air time on the Education Channel. Commissioners approved the Interlocal agreement for the Governmental Access Channels as presented. ITEM 4 – UPDATE ON WATER RATE MODEL AND POSSIBLE ROANOKE ISLAND EXPANSION David Clawson, Finance Director, presented the results of financial projections from an update of the Water Rate Model for the Roanoke Island water expansion. Estimates indicate that the project cost has increased from $16.6 million to $19.6 million plus improvements at Skyco that have been included ($1.8 million) for a grand total of $21.44 million. Several options for financing the debt were presented including information about sources for possible grant funding. See attached presentation for details. Following the presentation, Commissioners asked for additional information on the various scenarios with each including the discounted incentive offered to customers signing on in advance before construction of the project begins. The Board also asked to see examples of how this would impact customers’ quarterly bills. Updated information will be presented at the Commissioners meeting on December 1. ITEM 5 – CONSENT AGENDA Commissioners approved the Consent Agenda containing the following items:
ITEM 6 – COMMISSIONERS’ BUSINESS Commissioner Richard Johnson – no business Vice Chairman Allen Burrus – The Scenic Byways Plan is well done. He would like the Board to request assistance from the Visitors Bureau in implementing portions of the plan. He read the attached editorial written by Commissioner Shea regarding our heritage and how it relates to beach access. Commissioner Jack Shea- Complimented the Committee that put together the Scenic Byway Corridor Management Plan. It will help our area. Commissioner Max Dutton – The Scenic Byway Committee did an excellent job with the plan. Thanks to Mary Helen and the Committee. Attended great ceremony on Veterans Day. He has been doing a lot of research about water recently and shared some facts with the Board, including that 75% of Americans are dehydrated and that lack of good water is the number one reason for fatigue. Commissioner Virginia Tillett – Need to find someone from Hatteras Island to serve on the Older Adults Advisory Board. Sharon Sanderson presented excellent information about the Transportation Program at the last Older Adult Services Committee. Also, the Committee is still working to get a Social Security office in Dare County. Parks and Recreation Advisory Board has asked the CIP to meet with them to discuss the pool on Hatteras Island. They are very pleased to be able to use the facility on Ananias Dare Street for a youth center. The Parks and Rec staff was very involved in the Outer Banks Marathon and that event went very well. The Older Adult Summit Committee is working hard. Next meeting is December 4 and feel free to stop by. JCPC is inviting the Board to lunch on December 1. The Committee reviewed by-laws at their most recent meeting. Chairman Warren Judge – Subcommitees for the Dare County Community Center met with CIP last week and plans are coming along well. Thanks to the many volunteers who assisted with the marathon. It is a top flight program. Would like to see this same commitment and enthusiasm throughout the county and year around. It was a great day. Many thanks to Jack Shea for his efforts working on the issues relating to beach access. The Negotiated Rulemaking Committee met last week. It was videotaped by Dare County and will air on Channel 20 and also be accessible via the County website. ATTORNEY’S BUSINESS Attorney Outten presented the attached Resolution Approving the Execution and Delivery of An Installment Financing Contract with RBC Bank By Salvo Volunteer Fire Department, Inc. To Refinance the Acquisition of a Fire Truck, and Determining Certain Other Matters. The resolution was approved by the Board. In addition, he presented information about a previous lawsuit (Bluewater vs. Defenders) that dealt with critical habitat. The county and participating parties were successful in that lawsuit and Fish and Wildlife had to make revisions to critical habitat designation. Once again, CHAPA believes that proper procedures have not been followed and are instituting a similar lawsuit. They have asked the county to be a full party in the lawsuit even though CHAPA would provide the funding. The Board authorized the County to join as a party challenging the critical habitat designation. MANAGER’S BUSINESS County Manager Wheeler presented the attached Resolution Supporting the Funding of Albemarle RC &D and the Board approved it. |
